Portsmouth was founded in 1752 by a member of the Virginia House of Burgesses — Colonel William Crawford. It was named after Portsmouth, England and was established as a town. The shipyard located at Portsmouth was burnt in 1861 owing to the Confederate forces taking over the area. Portsmouth played a major role during the Battle of Hampton Roads.

Once the Union Forces came in possession of the shipyard, it was renamed “Norfolk Naval Shipyard”, named after the location in Norfolk County.
