Is it possible to capitalize a previously expensed capital item so it can be added to the balance sheet as an asset and depreciated over time?

If the item should've been an asset in the first place yes it is possible to correct the error. For example if your capitalization threshold is $1,500 and you expensed your computer costing $2,000 you can debit personal property for $2,000 and credit expenses for $2,000. You'll restate that period it happend and then begin depreciation over 3 years for a computer or whatever your assigned useful life is. Discuss with your accountants and tax advisers. If it crosses year-end reporting periods you would have to have a lot of errors like this to make it worth the the effort or compel you to do so.

This is not possible. At the time of creation, you need to define the initial schedule (capitalization and depreciation, expensing). Once you accounted for the whole sum, there need to be a reason why the expense was wrong (amount, time). Only then and if the capitalization requirements are met, then you could capitalize the cash outflow.
